Allen C. Shay Allen C. Shay, President, Prescint LLC

Mr. Shay began his IT career as a Sales Representative for the Monroe Calculator Company in 1976. After promotions to Sales Manager and Regional Marketing Manager, he left Monroe to join distributed computing pioneer Digital Equipment Corporation (DEC) in 1980. Following promotions to their Intelligence Unit and later Group Sales Management positions, he spent the last three of his nine years at DEC serving as the Director of Digital's Global Defense and Intelligence Business Unit. In 1989 Mr. Shay left DEC to serve as the first Vice-President of Sales and Marketing for Sprint Corporation's Federal Division following their award of the Government FTS 2000 program.

In 1992, Mr. Shay left Sprint to become Vice President of Business Development for the HRB Division of Raytheon (formerly E-Systems), leading the company's business diversification efforts. In 1995, Mr. Shay left HRB to found a start-up commercial educational technology company, Grevco-derived from language learning technology pioneered at NSA. While at E-Systems and Grevco, Mr. Shay worked extensively on new business ventures in the Middle East, Far East, and Latin America.

Mr. Shay rejoined DEC in late 1997 as Vice President of their Intelligence Community business unit. Four months after his return, Digital was acquired by Compaq Computer Corporation. As a result of this acquisition, in addition to his continuing duties running their Intelligence Community business, Mr. Shay led the establishment of the combined company's new government subsidiary, Compaq Federal LLC. He also served on the subsidiary's Board of Directors. After leaving Compaq in 1999, Mr. Shay spent five years with NCR Government Systems Corporation (GSC), a subsidiary of NCR. During this time he was responsible for all federal, state, and local government markets for NCR's Teradata Division serving as President and Chief Operating Office as well as a member of the NCR GSC Board of Directors.

Upon leaving NCR, Mr. Shay led the formation of Text Solutions, Inc. (TSI)-a U.S. Proxy Company, delivering COTS based solutions to defense and intelligence markets based on technology developed by a foreign software company. Mr. Shay served as TSI's President and Chairman of the TSI Board of Directors. Prior to founding Prescint, Mr. Shay also served for two years as CEO and President of another Proxy Company, Pearson Analytic Solutions, a subsidiary of Pearson PLC. The company was sold to a Private Equity firm in 2007.

For almost ten years, beginning in January 1998 with the acquisition of DEC by Compaq (whose CEO at the time was a German citizen), Mr. Shay has been involved in either establishing and or running Proxy Subsidiary Companies for foreign owned or foreign influenced commercial technology companies. The experience he gained and the operational inefficiencies he encountered during these engagements served as the primary catalyst behind the formation of Prescint LLC.
